DIV 7, 6 & 5
Fall 2011
1. Rules
- A. "Laws of the Game" as published by FIFA.
- B. Modifications as approved by CYSA -South.
- C. In-house rules as adopted by Mesa Soccer Association.

2. General Requirements
- A. Coaches (including assistant coaches giving instructions) and substitute players shall remain within the "Coaching Zone", the area ten yards each side of the half line, during the game. All other spectators will remain outside this area.
- B. The home team is the team listed first on the schedule. The home team shall have choice of sides. Teams shall be on opposite sides of the field. Home team shall provide a suitable game ball.
- C. Coaches shall be responsible for cleaning up their area after each game.
3. Players
- A. All players are required to use shin guards at all times.
- B. Players with casts are ineligible and will NOT be allowed to play.
- C. Players must remove all jewelry.
4. Coaches
- A. Coaches must have a current2010-2011 Administrator/Coach card.
- B. Coaches must have all players' current CYSA medical release form on hand.

- A. Substitutions allowed as follows: Referees will comply with FIFA rules and substitutions. Substitutions may be made at ANY stoppage (dead ball) ONLY with the permission of the referee. NOTE: Tournament referees may limit when substitutions may be made by specifying specific stoppages in play when substitutions can be made, NO DELIBERATE TIME WASTING!
- B. All games shall be considered to have started at the scheduled time with a running clock. Any delay in start time, or delay of play, for any reason, shall be deducted from the time of the game involved, not from any following game. Games shall start as soon as possible after the scheduled start time as both teams can field at least the minimum number of players.
- C. If neither team is able to field the minimum number of players within five (5) minutes of the posted start time, teams may play 7v7 or 6v6 in DIV 6 & 5 and 4v4 or 3v3 in DIV 7. If one team has a reduced number of players and the other team has an abundance of subs, game may be played as a scrimmage and players may be shared among teams. There are no forfeits in Mesa Fall recreational soccer.

6. Conduct and Disciplinary Actions
- A. Coaches shall be responsible for the conduct of their players, parents and fans on their sidelines. Players, coaches, parents and fans shall conduct themselves in a proper and respectful manner. Anyone using alcohol or drugs, yelling profanities or conducting themselves in a manner which the Referee or the Field Coordinator deems inappropriate or an interference with the players shall be asked to leave. The Field Coordinators and Referees shall have the final authority for the enforcement of this rule. Refusal to comply or repeated infractions may result in disqualification of the team.
- B. If a player is ejected from a game for violent conduct or serious foul play, he or she will be ineligible to participate in the next scheduled game.
- C. A coach who is ejected due to misconduct will be asked to leave the field immediately and will be required to sit out the next scheduled game.
- D. If a player receives 2 yellow cards (or a red card that is not a serious foul) during a game, he or she will have to sit out the next scheduled game.
7. Protests
- A. No protests will be accepted. The referee's decision is final.
- B. The referee's judgment with regard to the happenings and occurrences related to the conduct of the game, the physical condition of the field and it's acceptability for play and those prerogatives granted the referee by the "Laws of the Game" will not be challenged.

Please note Inter-League may have their own set of house rules.
Weather
Rain or other weather conditions during league play shall not delay play unless the referee deems the field unsafe or the City Parks close the fields. In the event of inclement weather or unsuitable field conditions, games may be cancelled. Field conditions will be posted on the Mesa web site as soon as they are confirmed with the various parks. Please note, Mesa Coaches are expected to use good judgment on field conditions if the City Park office is unavailable to close a field.
